Is water baptism the New Covenant replacement for Old Covenant circumcision?

For in Him dwells all the fullness of the Godhead bodily; and you are complete in Him, who is the head of allprincipality and power. In Him you were also circumcised with the circumcision made without hands, by putting off the body of the sins of the flesh, by the circumcision of Christ, buried with Him in baptism, in which you also were raised with Him through faith in the working of God, who raised Him from the dead. (Colossians 2:9-12)
Does Colossians 2:11-12 teach that New Testament water baptism replaces Old Testament circumcision? If water baptism is not the New Covenant replacement for Old Covenant circumcision, then what is?
